'FINE' CITY = FINE CITY?

DO YOU KNOW?

In Singapore, littering face a fine of up to S$1000 just for first-time offenders alone. For repeat offenders-it's a fine up to S$2000
and...

a Corrective Work Order.
That is, they are penalised to spend a few hours cleaning up public space (e.g:picking up litter in a park) and they are made to wear bright yellow jacket!
Gasp!!!
They even have the local media to cover the public spectacle!
(Although that is not done always but it sure gives one a scare)

Do we have to go to such measures here in Malaysia to really get the people to keep the place clean?
What's your say on this?
